土地利用总体规划和城市规划的比较及其建议

中国的土地利用总体规划和城市规划在指标选用、编制部门等方面存在着矛盾和脱节,本着实现土地资源的有效保护和合理利用以及可持续发展的宗旨,笔者分别从“两规”编制部门要密切配合和协调、加强土地总量控制和用途管制、统一人口统计指标三个方面提出促进二者协调发展的相应建议性对策。

Comparisons Between the General Land Use Planning and the Urban Planning and Corresponding Suggestions

In our country, there are several conflicts and disjoints between the general land use planning and the urban planning in such aspects as chosen indexes, authorized departments and so on. With the aims to protect and utilize the land resources effectively and ensure to make it develop continuously, the author points out some corresponding suggestions which could enable them to develop harmoniously from these three aspects as the authorized departments of "the two planning" should cooperate and harmonize closely, intensify the controlling on the gross land and the ways of land using, and unify the target of population statistic.
