科学化和民主化是现代行政决策的两个基本趋势,两者密不可分.但是无论是科学化还是民主化都离不开公众的积极参与,公众在行政决策议题选择、行政决策制定和实施等环节的有效参与是行政决策合理化和充分落实的前提.对公众参与行政决策制定存在的许多问题,政府应进一步完善制度化渠道以吸纳民众的利益诉求,推进行政决策的科学化和民主化.
