| 摘 要： | 公共科技政策的事实评价是价值评价的前提和基础。在国内外公共科技政策文献研究评价的基础上,依据经济学、科技哲学等理论与数理分析方法,科学构建了基于事实维度的公共科技政策评价指标体系并对广西公共科技政策——《广西创新计划》进行实证评价后显示,基于事实维度公共科技政策评价体系有其科学性、合理性、系统性、导向性及可操作性,对公共科技政策制定及其完善有积极作用。
