| 摘 要： | 目前,中国科技创新人才的培养与发展存在的问题突出表现在三个层面:一是在总体状况方面:科技创新人才规模相对较小;高层次的科技创新人才缺乏;育才、引才、聚才、用才、留才的体制机制还不完善,科技创新人才流失严重;全社会对人才资源开发和自主创新的投入不足等。二是在理论研究与成果转化方面,缺乏成熟的理论和研究方法,研究成果尚处于积累阶段。三是在中国企业科技创新人才培养与发展方面,企业尚未成为科技创新人才培养与发展的主体,企业科技创新人才培养与发展存在障碍。因此,我们应着重从理论研究、公共管理和企业微观管理三个方面加强中国科技创新人才的培养。
