| 摘 要： | 以河北省为例,在实地调研的基础上,从制度供给和农民实际需求的角度定量评估新型农村合作医疗制度的保障能力.目前保障能力低下主要体现在筹资水平低、补偿水平低和农民受益面小等三个方面.应进一步增加对新型农村合作医疗的投入;建立和完善农村医疗救助制度;支持农民参加商业医疗保险;及时调整补偿方案;建立住院统筹加门诊统筹补偿模式;建立健全与新型农村合作医疗制度相适应的农村医疗卫生服务体系.
