摘    要:本文探讨了东北老工业基地劳动力资源的转移配置特征,并提出了对策建议。研究认为:(1)东北老工业基地劳动力参与率在全国6大区域中长期处于最低水平,与其国有和集体部门主导型的经济结构等因素有关;(2)与发达国家比较,第三产业在吸纳就业方面仍有较大潜力可挖;(3)劳动力资源逆人口城市化向农村转移配置,与城镇国有经济和集体经济不景气、私营经济不够发达以及农村非农产业迅速成长过程中农村劳动力就地、就近向农村非农部门转移配置有关,就业形式的灵活与多样化为劳动力资源自由流动及合理配置提供了更大空间,有利于其配置效率提高。

Abstract:This paper probes into some characteristics of labor force resource allocation in Dongbei Traditional Industrial Base,and puts forward some suggestions.The paper points out:(1) Its labor force participation rate is the lowest in the six big natural districts of China.The characteristic has close relations to some factors like its economic structure of the dominant-type by state-owned and collective-owned units ect..(2) Its tertiary industry still have great potentialities in promoting employment in comparis...
