低碳城市是改善我国城市环境与发展的新机制——关于低碳城市的理论、政策和实践的研究

文章首先指出：未来40年内中国城市化进程将高速发展，然而，中国城市环境问题相当严重，传统的高碳发展道路充满危机，必须开创一条低碳发展的绿色道路。随后进行了四点理论分析，指出低碳城市是改善我国城市环境与发展的新型机制，低碳城市需要理性处理经济与环境的关系，低碳城市需要不断创新和学习，低碳城市需要探索最适合自己国家、地区的模式。文章总结了低碳城市的政策框架，总结了低碳城市在中国华北、华东、华南地区的实践。

Low-Carbon City is the New Mechanism to Improve City Environment and Development in China——the research of theory, policy and practice of low-carbon city

This paper points out the necessity of switching from the traditional high-carbon city development path and taking the low-carbon city path in the coming 40 years. Then the author puts up four points of taking the low-carbon city path： the low-carbon city is the new city development mechanism, the core issue is to balance economy and environment, it needs to study and innovate and explore the suitable model. The paper summarizes the national policy framework of low-carbon city and the practices of local cities in North area, East area and South area in China.
