我国基础货币管理的难点及对策

基础货币管理是以货币供应量为中间目标的货币政策调控体系的重要环节，对于促进货币政策直接调控向间接调控的转变、引进金融规划思想、增强货币政策的连续性及货币政策工具的针对性等都具有积极的作用。但是，我国目前还没有规范的基础货币规划，基础货币的管理还很不系统，因此，有必要建立并完善我国的基础货币规划框架，加强基础货币管理，进一步提高中央银行的调控能力。

Difficulties and Countermeasures in the Management of Money Base in China

Being a key part of the monetay policy adjustment and control system whose interim target is the monetary supply,base money management plays an important role in propelling the changes from the direct monetary policy control to the indirect control,introcducing the idea of financial planning,as well as in addressing the continuity of monetary policy and increasing the effectiveness of the target oriented monetary policy tools.However,in China,there still lack the regulated planning and systematic management in terms of the base money.Therefore,it is necessary to establish a better frame for the base money planning,and hence improve the base money management and the adjustment and control ability of the central bank.
