中国农村土地经营制度：现实反思与制度创新

农村土地经营制度创新的立足点必须以农业生产力的发展水平为中心，农村土地经营制度的变革与重构是由多重制度创新相互耦合而形成的一个复杂系统。中国未来农村土地经营制度的创新体系至少应涵盖以下几方面：（1）重构农业生产微观运行载体；（2）兼顾公平与效率；（3）遵循与服从现实约束条件；（4）实现政府行为主体与农民自我创新的有机统一；（5）建立创新目标体系。

The Operational System of Rural Farmland in China:the Realistic Counter Thoughts and Systematic Creation

We m ust take development level of productive forces as the priority of the foothold of the creation of the oper- ational system of farmland. The changes and reconstruction of operational system of farm land is a com plicated system formed by the coupling of multi- fold system atic creations:( 1) to reconstruct the m icro- operation carrier of agricultural production; ( 2 ) to consider to equity and efficiency;( 3) to follow the realistic restraining conditions;( 4) to m aterialize the organic unity of the m ain body of governm ental behavior and the farmers'creations by themselves;( 5 ) to set up creation target system.
