| 摘 要： | 随着我国工业化进程的不断加快,由工业企业污染排放引发的环境问题日益突出。完善的环境制度是解决工业污染问题的关键。我国的工业环境制度建设起步于上世纪70年代,在我国不同的发展时期,工业环境制度在实施手段、作用机制和设计理念等方面都呈现出不同的特点。借助工业污染排放统计数据,对随着制度变迁我国工业企业污染排放行为的变化进行研究,是判断环境制度的绩效高低,进而优化我国今后的环境制度的重要依据。
