基于创新系统趋法的学习型城市创建模式

在分析现有的基于终身学习理念、学习型组织和学习型区域理论的学习型城市三种创建模式的基础上,借鉴知识经济理论、区域创新系统理论和创新系统趋法,构建基于创新系统趋法的学习型城市创建模式。建设学习型城市的本质是通过促进个人、组织以及组织内部和个人之间、组织之间的"交互学习过程",推动基于知识的获取、共享和使用的创新进程,发展城市经济竞争力和社会凝聚力。在这一过程中,制度支持、组织安排、吸收能力和社会资本具有关键性的作用。
