| 摘 要： | 新型农村合作医疗制度的社会保障属性,是新型农村合作医疗制度规范化建设与立法的理论前提。相关政策没有明确其社会保障属性,理论界也莫衷一是。新型农村合作医疗制度脱胎于传统农村合作医疗制度,但是,与后者的性质已不可同日而语,它兼收并蓄了传统农村合作医疗制度与城镇职工基本医疗保险制度的内容,形成了一种新型的、初级医疗社会保险制度。
