财政分权、地方政府投资和产业结构调整——来自中国的经验

财政分权以后地方政府投资逐渐演变成为我国投资体系中的一个重要组成部分,对经济发展和产业结构调整产生了较大的影响。以面板数据实证方法分析了1994年财政分权改革后地方政府投资对产业结构调整的影响。研究结论显示,我国地方政府投资由于处于投资竞争的现实使得其对第二产业的发展过于偏重,而对第三产业的发展推动较小,从而不利于我国产业结构的调整。

Fiscal Decentralization, Local Government Investment and Industrial Structure Adjustment --based the Data of China

After fiscal decentralization,the local government investment gradually evolved into an important component of investment system in China,and has greater impact on economic development and industrial restructuring.This paper empirically investigates into the impact of local government investment on industrial structure adjustment by use of panel data approach.The study shows local government makes too much emphasis on the development of secondary industry investment because Chinese local government investment in the context of investment competition,and promote the development of tertiary industry relatively small,which is not conducive to Chinaese industrial structure adjustment.
