| 摘 要： | 我国现行农地征收补偿标准因其不完全性和非公平性，已成为农地征收纠纷和农村群体性案件的主要症结所在，并危及农地资源的合理利用、国家粮食安全和社会安定和谐，不利于实现全面建设小康社会的目标。借鉴发达国家农地征收补偿标准的共同经验，结合我国国情，我国应尽快明确公平补偿原则、做实农地所有权人并适当扩大补偿范围，逐步提高补偿标准，渐进构建具有中国特色的农地征收公平补偿制度。
