| 摘 要： | 仅以科技进步的标准来评价区域的科技发展水平是不完整的,也是不准确的.对科技进步速度、科技实力及科技创新能力的评价进行了理论研究,提出了相应的计量研究模型,设计出了科学、全面的指标体系,并提出了基于主成分法的综合指标计算方法.
