部门和资本“下乡”与农民专业合作经济组织的发展

在新农村建设资源分配中,大多数政府主导实际上已经沦为部门利益主导,它们追求的并不是公共利益最大化,这导致精英农户得益多,而多数小农被"客体化"和边缘化。新农村建设必须提高农民组织化程度,但专业性合作为主却出现了普遍性的"精英俘获",不利于"农民主体"地位的实现。应该将综合性的、多功能的合作组织作为新农村建设的主体,改变条块分割的复杂格局。

During the new rural construction, most resources allocation are indeed leaded by related departments for maximizing their own interests instead of public interests-oriented. As the consequences, the elite peasants take the advantages and the average are "objected" and marginalized. Organizational cooperation must be enhanced; however, elites capture is getting to be regular thing in peasants' professional cooperatives, which is not helpful to guarantee the principle role for peasants. The first thing to do is to establish the comprehensive and multl-functional cooperatives, which need to remove departmental barriers first.
