| 摘 要： | 在对江苏省制造业企业进行大规模问卷深入调查的基础上,从企业的所有制、企业规模以及行业等角度,以行为数据为基础深入分析中国制造业企业技术创新的障碍因素表明:企业技术创新障碍因素中排在前两位的均为人才、能力,已经不再是资金问题,而是知识问题——缺乏创新型人才和技术创新能力成为技术创新的主要障碍,这为破解中国制造业企业技术创新的障碍找到了关键突破口。

| Abstract: | Based on the questionnaire of manufacturing firms in Jiangsu Province and analysis from the perspectives of ownerships, scales and industries, this paper shows that the top two barriers to technological innovation are personnel and ability, not capital. So, the key to the problem is innovative personnel and innovative ability. |
