国外粮食安全管理的经验与借鉴

改革开放以来,随着社会主义市场经济的发展,国家对粮食流通体制进行了一系列的改革。相应地,粮食行政管理体制的职能、管理方式和手段也发生了很大的变化。本文阐述了美国、欧盟、印度和日本的粮食安全管理体制,针对粮食行政管理职能以及我国粮食行政管理体制存在的问题及原因,指出了国外经验的启示和借鉴意义,探讨了粮食行政管理体制创新方案。

Experience and reference from foreign food safety management

Since the reform and opening-up,with the development of the socialist market economy,the state has carried out a series of reform of the grain circulation system.Accordingly,food administration system has also undergone great changes in functions,management means and tools.This paper describes a food safety management system in the United States,European Union,India and Japan;as for the problems and causes of grain administrative functions as well as China ’ s grain administrative management system,the paper points out the implications and references on foreign experiences;and discusses the innovation program of grain administrative system.
