正确认识金融监管的作用与局限性

适度的金融监管对于防范金融风险是必要的,但金融监管的作用有限。金融监管不当或监管过严,不仅不会减少或降低风险,还会导致或加剧金融风险。在现阶段,金融监管必须将促进金融发展放在重要位置,而不能片面地强调金融的稳定和金融风险的防范。金融监管对于金融市场稳定是必不可少的,但不能替代货币政策的作用。在货币政策不到位或政策效果不明显的情况下,试图借助于金融监管来达到目的,通常也是难以奏效的。为了加强和改善金融监管,维持金融的稳定发展,我国必须继续推进金融体制改革,而金融体制的改革,必须坚持市场化的取向。
