Urbanization drive play vital role in transferring rural surplus labors, solving the "san nong" (issues concerning agriculture, countryside and farmers) problem thoroughly, breaking dual structure between urban and rural areas, and accelerating the adjustment of industrial structures. Rural urbanization and the revolution on the manner of agricultural production are help each other forward, the coordinated and balanced development of urban and rural areas is of vital importance to achieving the country's goal of building an all-round prosperous society. The development of industry, agriculture and cites are three indivisible parts in economic development, and the agricultural development is the first step. To speed up China's urbanization process, we should not only focus on the building of towns and cities, but also a balanced development of large and medium-sized cities, big cites, small cities and towns should form a structure-reasonable and multi-function city-network. In this process, government must implement flexible economic policy and constitute logical town planning; all levels of government can play constructive roles in agricultural industrialization and urbanization.
