我国人才安全问题与对策

摘    要:人才安全问题是由于人才流动所引致的组织机密泄漏、经济资源流失、核心和关键技术外流 ,进而损害组织整体利益的现象。我国人才资源结构不合理、闲置浪费严重 ,特别是人才流失所导致的人才安全问题越来越成为人们所关注的焦点。要实施人才柔性流动机制 ,优化我国人才环境 ,建立有效的人才激励机制 ,加快我国人才安全制度的建设 ,从而推动我国经济的发展。

Abstract:The scientific and technological progress causes the great demand of millions of specialized personnel, the shortage of talents causes talents competition, and talents competition causes specialized personnel security. The problem of talents' security refers to the phenomenon that because of the displacement of talents encroached secret, resources and key technologies of organizations, and then harm the whole interests of organizations. The problem of specialized personnel security has become the focus. We should take countermeasures to accelerate the construction of specialized personnel security system of China, thus promote the development of national economy.
