| 摘 要： | 县域经济是以行政区划分的地理空间,是以发展本地经济为宗旨的具有综合性和区域性特点且功能相对完备和健全的经济单元.新疆发展县域经济对促进社会稳定和构建和谐社会至关重要.县域经济的发展离不开金融的支持.金融支持的力度和金融服务的状况,对县域经济的发展起着重大的促进或制约作用.

| Abstract: | Royahy finance system and state finance system are two types of parallel financial revenue and expenditure system in Chinas feudal society. The feudal autocratic monarchy is the origin of royalty finance system to pursue financial power. There is essential difference between the ＂unit -owned exchequer＂ and royalty finance, however, both of which are rooted in tile exist- ence and expansion of private power relying on national public power in state institutions. Based on this, the paper advances some suggestions to improve and rectify the ＂unit- owned exchequer＂. |
