集体林产权制度改革动因分析

运用制度经济学观点，以“制度变迁”为切入点，分析2003年开始的全国范围内的集体林产权制度改革的理论动因。同时，结合现实因素，运用博弈分析的观点，从林农和政府之间的博弈竞争关系出发，在市场竞争、外部性和效用变化等方面分析了此次林改的现实原因。并且通过分析的结论做出了林业产业要融入市场经济，政府要转变林业职能等政策建议。

Cause Analysis of Innovation of Property Right Structure of Collectively-owned Forests

To study the theoretical reason of the innovation of property right structure of collectively-owned forests which is carried out around China since 2003 by applying the theory of Institutional Economics ＂institutional change ＂. In the meanwhile., to discuss the realistic cause of the innovation in the aspect of stimulation of interests, motivation of efficiency, externality and change of external economic environment by integrating means of Game Theory. Eventually, according to the conclusion of the study, proposals to the further process such as changing the relative function of the government or merging the Forestry Industry into the market economy should be adopted.
