以企业为主体努力提高我国的自主创新能力

十七大报告指出，要“加快建立以企业为主体、以市场为导向、产学研相结合的技术创新体系”，这一战略抓住了目前我国技术创新体制中存在的关键问题，是促进我国自主创新能力提高的关键环节。长期以来，我国技术创新活动的主体一直错位，政府承担了过多本应属于企业的任务，这是我国科技活动长期低效远行的制度性原因。建立以企业为主体、市场为导向的技术创新体系必须正确处理市场与政府的关系，强化政府的服务功能，加大对企业技术创新活动的经济扶持。

Enhance China's capacity for independent innovation Based on Enterprieses

It was pionted out “We will step up our efforts to establish a market-oriented system for technological innovation, in which enterprises play the leading role and which combines the efforts of enterprises, universities and research institutes, and guide and support the concentration of factors of innovation in enterprises” in the Report to the Seventeenth National Congress of the Communist Party of China, which is not only grasped the key problem of China＇s technological innovation system but also pionted out the key piont for the enhencement of China＇s capacity for independem innovation. To establish a market-oriented system for technological innovation, in which enterprises play the leading role, it is necessory to handle the the relationship between the government and the markt correctly, strengthen the service function of the government, and increcase government＇s spending on enterprieses ＇s independent innovation.
