我国食品安全政府管制模式转型的路径选择

近几年,我国食品安全问题日益突出,这与食品安全监管中现行的政府垄断型管制模式相关,该模式存在监管机构分散、监管成本偏高等主要缺陷。针对垄断型管制模式中的固有缺陷,提出了向引入多元参与机制的民主化政府管制模式转型,从权力重新配置、互动制度安排和参与者素质培养等方面阐述我国食品安全管制模式由垄断型向民主化转型的路径选择,以期对完善我国的食品安全监管具有一定现实意义。
