| 摘 要： | 失业是我国进入市场经济后必然的经济现象。就我国东北老工业基地而言，失业既有总需求不足的因素，也有行业垄断和制度方面的因素，因而有必要建立健全一个全方位的治理失业的政策体系，进而解决或削减总量性失业、行业垄断性失业和制度性失业。

| Abstract: | Unemployment is inevitable with the development of market economy in our country.As for the old industrial bases in the Northeast region of China,unemployment results from insufficient aggregate demand,monolopy of industry and imperfect system.Therefore,it is necessary to set up a system to reduce the number of the unemployed or solve the unemployment problem caused by the three reasons mentioned above. |
