中国进口反倾销的现状分析及应对策略

加入WTO以来，受外国进口产品冲击，中国对外反倾销立案数量逐年增加，反倾销法律法规逐步完善，涉及行业和产品范围日趋扩大，企业自身反倾销意识逐步提高。虽然中国进口反倾销有了一定进展，但与发达国家相比，中国对外反倾销现状仍存在许多问题。如反倾销行业过于集中，征收反倾销税率较低，调查期限不灵活，反倾销措施与外资政策重点；中突，国内从事反倾销专业人才缺乏，等等。中国政府应及早建立反倾销措施与产业战略和外资政策配合的经济战略组合，完善反倾销立法对调查期和税率的规定，扩大中国反倾销机构并培养高素质专业人才。

Analysis of Present and Corresponding Strategies for China's Import Anti-dumping

Since entering the WTO, with the pounding of foreign import products, the quantity of casing has been increased year by year. The law of anti-dumping is being perfected and the professions and products which have been involved are being expanded, the anti-dumping awareness of enterprises are being improved. Although China's import anti-dumping has developed, comparing with developed countries, there are still lots of problems of China's current import anti-dumping. Chinese government should establish an economic strategy constitute, perfect anti-dumping laws, enlarge China's anti-dumping institutes and cultivate professional personnel with high quality.
