京津冀协同发展中科技资源配置效率研究

摘    要:将科技资源配置分为科技研发与科技成果转化两个阶段,采用超效率CCR模型对京津冀科技资源研发阶段与转化阶段效率进行测度,并进一步利用面板Tobit模型分析科技资源配置效率的影响因素。结果表明:京冀科技成果转化效率明显低于科技研发效率;京津冀三地科技资源配置效率存在严重分化现象;产业结构和经济开放程度分别对科技研发和成果转化阶段资源配置效率具有显著影响。在协同发展过程中,应根据京津冀城市功能定位,实现错位发展、融合发展。同时,应建设科技成果转化服务体系,促进创新要素合理有序流动,实现区域总体创新水平提升。

Abstract:The allocation of S&T resource can be divided into two stages as S&T research and transformation of achievement.This paper measures the efficiency of these two stages by using the super efficiency CCR model, and analyzes the influence factors of the allocation efficiency of S&T resource based on panel Tobit model.Empirical results indicate that: the transformation efficiency of Beijing Hebei region is significantly lower than that of S&T research; the allocation efficiency of S&T resource in Beijing Tianjin Hebei region shows serious regional differentiation; the industrial structure and the degree of economic openness have a remarkable impact on the efficiency of resource allocation in these two stages respectively.It is necessary to realize that dislocation development and integration development according to the function orientation of Beijing Tianjin Hebei city during the process of synergistic development.At the same time, we will build a S&T achievements transformation service system to promote the rational and orderly flow of innovation elements and enhance the overall level of innovation.
