湖北省高新技术企业科技创新绩效评价研究

近年来,湖北省高新技术企业发展迅速,但仍然存在产品生产周期和资源流动性等方面的制约因素阻碍其健康发展。从创新投入力度、创新管理水平、自主研发能力和创新产出效益4个方面共10个指标出发,以2013-2015年湖北省高新技术企业为样本,采用因子分析法,对湖北省江汉平原、鄂西北、鄂西南、鄂东南、鄂东北5个片区进行高新技术企业创新绩效综合比较分析和区域差异分析。得出如下结论:地区经济发展为高新技术企业提供了较好的技术创新条件,同时,高新技术企业技术创新反过来推动地区经济发展。最后,从科教、自主创新、政府引导等方面提出了提升湖北省高新技术企业科技创新水平的对策和建议。

Study on the Innovation Level of Science and Technology of High tech Industries in Hubei Province

In recent years, high tech enterprises are developing rapidly in Hubei Province. However, high tech enterprises still exist some problems with respect to product production cycle, resource constraints and other factors, which hinder their healthy development. Considering innovation input, innovation management, independent research and development ability, and innovation output efficiency, that include a total of 10 indicators, it chooses the high tech enterprises in Hubei province from 2013 to 2015 as a sample. Using the factor analysis method, it conducts a comparative analysis and regional difference analysis on the innovation performance of high tech enterprises in Jianghan plain, Hubei northwest, southwest of Hubei province,southeast of Hubei province and northeast five areas of Hubei province. It is concluded that the economic development of the region provides a good technical innovation condition for the high tech enterprises, and the technological innovation of the high tech enterprises in turn promotes the development of the regional economy. Moreover, this paper provides some countermeasures and suggestions to improve the level of scientific and technological innovation in Hubei province from the aspects of science and education, independent innovation and government guidance.
