创新驱动战略下承制军品民营企业科技资源配置效率分析及优化

摘    要:实施创新驱动战略,事关经济社会发展和强军兴军进程。科技资源是科技创新的物质基础,随着军民融合的深度发展,承制军品民营企业成为国防科技创新与武器装备科研生产的新生力量,其所拥有的科技资源也成为国防科技创新与武器装备科研生产的重要物质基础。承制军品民营企业科技资源配置效率的高低,直接影响到我国武器装备科研生产水平的高低和国防科技自主创新能力的强弱。利用DEA 模型测算了87家承制军品民营企业的 M almquist指数及其分解情况,对承制军品民营企业科技资源配置效率进行了评价分析,最终提出了相应优化建议。

Innovation-Driven Strategy Make Grinders Military Private Enterprises of Science and Technology Resources Allocation Efficiency Analysis and Optimization
Abstract:Implement the strategy of innovation drive ,is a matter of economic and social development and process of army and army .Science and technology resources is the material basis for the scientific and technological innovation .With the deep development of civil‐military integration ,make grinders military private enterprises become the national defense sci‐ence and technology innovation and new weapons and equipment research and manufacturing strength ,its own scientific and technological resources has become the national defense science and technology innovation and the important material basis of weapons and equipment research and manufacturing .Make grinders military enterprise resource allocation effi‐ciency of science and technology ,directly affect the level of w eapons and equipment research and production in our country and the strength of the national defense science and technology independent innovation ability .This paper ,by using DEA model to measure the 87 make grinders military Malmquist index and the decomposition of the private sector ,to make grinders of military products of private enterprise of science and technology resources allocation efficiency evaluation analy‐ses ,final puts forward the corresponding optimization suggestions .
