英国促进科技成果转移转化的经验借鉴

英国近年来大力推进科技成果产业化，提出并实施了两大举措：一是成立了英国国家技术创新中心；二是构建了高校产学研创新体系。英国促进科技成果转移转化的主要路径有三：一是以政府为主导，实现国家关键领域的重大产业攻关；二是以高校为本，实现创新高地的科技成果与经济相结合；三是坚持功能联动，注重人才培养与激励，实现科技成果有效转化。英国促进科技成果转移转化的经验对我国具有借鉴意义，新时期我国应从构建产业创新战略联盟、建立国家级技术创新中心、引导高校企业化运作技术中介机构、加强高校技术转移人员队伍建设、深化科技成果奖励制度改革等方面促进科技成果转移转化。

Experience Reference of UK's Promoting Sci-tech Achievements Transfer and Transformation---Take National Technology Innovation Centre and Industry-University-Research Innovation System as Example

In recent years ,UK has been promoting the industrialization of sci‐tech achievements ,with putting forward two great measures and carrying them through .The first is setting up National Technology Innovation Centre ;the second is building Industry‐University‐Research Innovation System in high schools .In UK ,there are three main paths promoting sci‐tech achievements transfer and transformation .One is to realize industrialization of national key research led by the government ;the second is to integrate the high schools'high‐level sci‐tech achievements and economy ;the third is func‐tional linkage ,utilizing talent training and motivation to realize the effective sci‐tech achievements transfer and transforma‐tion .UK's experience in promoting sci‐tech achievements transfer and transformation has referential significance to our country .In the new period ,for the purpose of promoting sci‐tech achievements transfer and transformation ,our country shall build industry innovation strategic alliance ,set up the national technology innovation center ,guide the college enter‐prise operation technology intermediary agencies ,strengthen the construction of university technology transfer personnel team and deepen the reform of sci‐tech achievement reward system ,etc .
