| Abstract: | Since 1970s, the study of practice and theory of regulation abroad begin to shift their focus from on the economic regulation to on the social regulation. With the development of economy and the increase of income, people have higher demand to the quality of their living and working, those impel the government paying great attention to the regulation of environmental quality . |
