| 摘 要： | 由于外部性和价格效应的存在,科技保险市场往往会出现"需求不足、供给乏力"的尴尬局面,进而导致政府采取包括财税手段在内的干预,以帮助科技保险市场从失灵状态中恢复。这在一定程度上解释了政策性科技保险的存在原因。
