| 摘 要： | 通过研究发达国家创建循环经济的理论成果,结合中国经济发展实际以及中国现行法规的不足,从安全和经济视角,对中国循环经济立法现状进行分析,尝试在中国循环经济模式的初创阶段,为循环经济立法提供理论支撑。
