| 摘 要： | 针对政府决策研究中隐性知识分享和利用困难的情况，从理论层面分析政府决策研究过程中的隐性知识获取与分享的过程，以及这个过程中存在的问题。针对这些问题，提出用综合集成方法构建政府决策研究知识管理平台，可以帮助政府决策研究部门改进隐性知识的获取与分析过程，从应用层面提出政府决策知识平台的系统结构，以及平台的建设步骤。
