科学技术进步地方性立法比较研究

随着《中华人民共和国科学技术进步法》在2007年的修订,拥有地方立法权的各级人民代表大会纷纷制订与之相适应的地方性法规。比较研究了新近颁布的多个地方科技进步条例,分析其在章节结构、条款上存在的差异,从而归纳出制订此类法规应注意的问题。

Comparative Study on Local Legislation of Science and Technology Progress

With the amendments of "Science and Technology Progress Law of the People’s Republic of China" in 2007,People’s Congress at all levels that have legislative power have revised new ordinance in line with the law one after another. Comparing the local science and technology progress ordinances which have been revised from then on,discussing the merits and defects of composition and content in them,and summarizing how to make guiding ideology,revised main body,legislation technique,clause content and ordinance composition,has a positive significance for the implementation of national law and for the achievement of local legislation of validity and rationality.
