| 摘 要： | 新兴产业对产业转型和经济增长具有重要意义。发展新兴产业不仅取决于创新要素的丰裕度,更取决于创新要素的集成运作方式。结合我国新兴产业的特点,指出创新要素在其不同发展阶段的主要牵引作用表现为:培育创业企业,引导其占据产业价值链高端和打造创新集群,从而由点到线、由线到面培育新兴产业。另外,对创新要素孵化、引导和交互的载体建设进行了简要分析。
