| 摘 要： | 公共科技价值链是政府主导的公共科技开发、扩散,创造公共科技价值的整体过程。基于需求的公共科技选择、开发、扩散构成了公共科技价值链的基本环节,三者的无间隙链接是实现公共科技价值的保障。作为公共科技管理理论的新发展,公共科技价值链能有效促进公共科技服务体系的建设和公民科学素养的提升。

| Abstract: | Public science and technology value chain is the entirely process of R&D and diffusion of public science and technology to create the public value led by government.The basic links of value chain are the choice based on demand,R&D and diffusion of public science and technology.Gapless of these links is the guarantee to create the value of public science and technology.As the recent advance of the theory of public science and technology management,public science and technology value chain could promote the construction of system of public science and technology service and scientific literacy effectively. |
