技术转移对高技术制造业绿色创新效率的影响

摘    要:运用两阶段网络DEA模型测度中国省际高技术制造业绿色创新效率,建立Tobit回归模型分析国内技术转移、国外技术引进和外商直接投资3种技术转移方式在中国高技术制造业绿色创新效率提升中的作用。结果表明,国内技术转移对高技术制造业绿色创新效率有显著正向影响,国外技术引进会阻碍高技术制造业绿色创新效率提升,而外商直接投资的溢出效应不显著;国外技术引进与外商直接投资之间存在显著互补效应,国外技术引进和外商直接投资都对国内技术转移具有显著替代效应。从价值链视角分析不同技术转移方式作用差异的深层原因,并为促进各种技术转移方式协同互补提出建议。

Abstract:In this paper, a two-stage network DEA model is used to measure the green innovation efficiency of China's inter-provincial high-tech manufacturing industry, and a Tobit regression model is established to analyze the difference of the three main technology transfer modes, namely domestic technology transfer, foreign technology introduction and foreign direct investment, in promoting the green innovation efficiency of China's high-tech manufacturing industry. The results show that domestic technology transfer has a significant positive impact on the green innovation efficiency of high-tech manufacturing industry, while foreign technology introduction has a significant inhibitory effect on the green innovation efficiency of high-tech manufacturing industry, and the spillover effect of foreign direct investment is not significant. There is a significant complementary effect between foreign technology introduction and foreign direct investment, while both foreign technology introduction and foreign direct investment have a significant substitution effect on domestic technology transfer. From the perspective of innovation value chain, this paper analyzes the deep-seated reasons for the differences in the functions of the three technology transfer modes, and puts forward some suggestions on promoting the synergy and complementarity of various technology transfer modes.
