国防工业军民融合水平测度与对策研究

国防工业军民融合水平包括军民融合广度、融合层次、融合深度。构建了国防工业军民融合水平评价指标体系,并通过相关指标权重计算出相应的评价指标值。国防工业军民融合水平受军民融合主体经济效益、军民关系制度安排和军民技术双向转移状况等因素的影响和制约。为了提高国防工业军民融合水平,需提高融合主体的经济效益,完善军民关系制度安排,畅通军民技术双向转移渠道。

Research on Military and Civilian Integration Level Measurement and Countermeasures in Defense Industry

The level of military and civilian integration in defense industry includes the level of breadth ,arrangement and depth ,build the evaluation index system of defense industry civil‐military integration level ,and through the relevant index weight to calculate the corresponding evaluation index .Military and civilian integration level in defense industry is usually influenced and restricted by factors such as economic benefit of civil‐military integration subject ,the institutional arrange‐ments of civil‐military relations and tw o‐w ay transfer of military and civilian technology ,etc .In order to improve the level of military and civilian integration in defense industry ,efforts need to be made to improve the economic benefit of integra‐tion subject ,to perfect institutional arrangements for civil‐military relations and to unblock the two‐way transfer of mili‐tary and civilian technology .
