| 摘 要： | 技术创新是影响中小企业生存与发展的重要因素,其对技术、资金和规模等各方面的的要求决定了协同创新才是中小企业技术创新的最好方式。通过系统分析目前主要的协同创新模型,提出了改进的中小企业协同创新模型。并采用"智猪博弈"模型,深入分析了政府行为对中小企业协同创新的影响,得出3个结论:①中小企业在进行协同创新时,不仅要注重企业间的协同,也要重视与其它主体间的协同; ②不能忽略政府行为对中小企业协同创新的影响; ③政府行为中的政策法规支持比资金支持对中小企业协同创新的影响更大。
