祁连山国家级自然保护区有效管理评价研究

全面调查分析了祁连山国家级自然保护区管理现状,依据《自然保护区有效管理评价技术规范》原则、方法,对甘肃祁连山国家级自然保护区有效管理进行了评价,综合评价有效管理质量等级为良,说明祁连山国家级自然保护区管理工作有较好的基础。但是,经费管理、保护管理设施、社区协调性3项指标的评价分较低,工作差距较大。规划设计和生态旅游管理工作还存在很大问题。权属、总体规划、边界、范围、设施设备种类和数量、保护区控制、资源监测、社区参与、生态旅游管理9项指标管理质量等级为中等,管理工作还有很大不足,对保护区建设发展造成了不利影响。

The Effective Management Assessment of the Qilian Mountain National Nature Reserve

The research investigated and analyzed the present situation of the management of the Qilian Mountain National Nature Reserve.Based on the principles and methods in the ＂effective management of nature reserves evaluation of technical specifications＂（LY/T1726-2008）,the management＇s efficiency in the Qilian Mountain National Nature Reserve in Gansu province was evaluated.The good results of the comprehensive assessment show that there is a good basic of management in the Qilian Mountain National Nature Reserve.However,the measured scores of the management of budget,protection and control facilities and community coordination are low,with significant gaps in ones＇ works.There are also big problems in the planning programming and ecological tourism management.The levels of management quality of 9 indexes,which are the ownership,overall planning,boundary,scope,facilities＇ type and quantity,reserve control,resources monitoring,community participation and ecological tourism management,are medium.Huge shortages still exist in the management work.The defects mentioned above had bad influence on the reserve＇s construction and development.
