“两型社会”建设背景下湖南低碳经济发展的现状与展望

目前，湖南低碳经济发展存在着不足，如：环境制度创新方面的不足、对低碳经济问题的认识欠缺、企业尚未进入技术升级主体的角色、企业尚未建立自主创新体系、知识产权保护制度不明晰，等。在两型社会背景下发展湖南低碳经济，要建立一套更加契合湖南省情、更具操作性和可行性的促进长株潭城市群的制度安排体系。

Present Situation and Prospects of Low-carbon Economic Development in the Context of Building Two-typed Society

At present, the development of low-carbon economy in Hunan has many limitations. For example, the environment system creativity exists limitation; the understanding of low-carbon economy exists limitation; enterprise has not yet in the role of the main technology up grades ~ enterprise has not set up the independent innovation system and the intellectual property protection system are not clear and so on. In order to develop the low-carbon economy in Hunan province, we should set up a aeries of arrangement system that is more practical and oper- ational under the background of the Two-oriented Society.
