| 摘 要： | 由于义务教育教师普遍存在逆向流动,导致义务教育发展不均衡,这与政府干预力度和方法直接相关。因此,制定政策引导义务教育教师顺意流动、正确舆论引导社会关注义务教育教师流动、爱岗敬业引导教师正确对待合理流动、反腐倡廉引导义务教育教师健康流动,是政府主导义务教育教师合理流动的基本对策。

| Abstract: | The reverse occupational transformations among compulsory education teachers are very common,which leads to an imbalanced development of compulsory education.All these curses may have a direct relation with the strength of government intervention.Therefore,the basic measures for the government on guiding the reasonable flow of compulsory education teachers are formulating polices which can led mobile in a logical way,using public opinions which can help to draw more social attention on teachers,developing the compulsory education teachers senses of dedication to their careers and punishing corruption and advocating honesty thus leading the healthy occupational transfer of compulsory education teachers. |
