湖南“3＋5”城市群金融生态环境实证研究

借助于仿生学理念构建合理的指标体系和评价方法,对湖南省＂3＋5＂城市群的金融生态环境进行实证分析,发现城市群的金融生态环境不断优化,城市群金融资本的极化吸引效应和扩散辐射效明显的增强。但是,还存在经济总量偏小、区域经济辐射能力不高;法制不健全、执法效率有待提升;金融资源相对匮乏、金融资产质量较低;信用环境体系不完善、金融风险防范能力不高;科技创新能力较弱等问题。因此,应该以政府为主导,构建和谐的金融生态政策环境;加强经济科学发展,提升经济宏观基础水平;提高金融行业水平和质量,构建集群式金融产业发展模式;加快征信体系建设,打造＂三大信用＂体系;完善法律制度,强化区域金融协同监管。

The demonstration of financial ecosystem of ＂3＋5＂ cities of Hunan province

The research of financial ecosystem is based on bionic theories to construct rational index system and evaluating methods.It demonstrately analyses the financial ecosystem of ＂3＋5＂ cities of Hunan province and finds out that these cities＇ financial ecosystem is optimizing constantly.Also,the polarized attracting effects and radiactive spreading effects are boosting up obviousely.However,there are some problems.Firstly,the total economy is small and the regional economic radiacting ability is low.Secondly,the legal system and law enforcement efficiency should be improved.Thirdly,the financial resources are relatively scarse and the financial assets is relatively low.In addition,the credit environment system is imperfect and the financial risk prevention ablility is not high enough.Also,the technological innovation capability is weak.Therefore,we should construct a harmonious financial ecosystem by the leading of government.Firstly enhance the development of economic science and the base level of macro-econmic.Secondly improve the level and quality of the financial industry and build the cluster development model of financial industry.Thirdly speed up the credit system and create the system of ＂the three major credit＂.Finally,we should improve the legal system and strengthen regional financial co-regulation.
