| 摘 要： | 湘江水资源存在重金属污染严重、遭遇特枯水位、利用效率低、分配不公等问题,使湘江水资源越来越不能满足经济社会发展的需要。通过分析湘江水资源统一管理与统一调配的必要性及可行性,从法律原则、法律规章、管理体制、水资源市场建立等方面提出相关建议,构建完善的法律机制,改善湘江水资源的现状,保障湘江流域经济社会的可持续发展。

| Abstract: | The water resource of Xiangjiang River is confronted with heavy metal pollution,special low water level,low utilization efficiency and inequitable distribution and so on.Which lead Xiangjiang River water resources can not meet the needs of economic and social development.By analyzing the necessity and feasibility of unified management and deployment of Xiangjiang River,we should make recommendations from the legal principles,laws and regulations,management system and water resource market and other aspects so as to build a sound legal system,improve the status of the Xiangjiang River water resources and provide guarantee for the sustainable development of Xiangjiang River. |
