| 摘 要： | 在政府、企业、银行、社会大众的博弈中,社会和环境责任缺失及激励约束机制不健全是绿色信贷交易机制失效的根本原因;环保监督和报告体系的不完善是失效的重要原因;环保检查及治污成本较高是失效的技术原因。为确保绿色信贷政策的动态一致性,需完善环保主体间的激励约束机制,强化其社会环境责任;建立多层次、高效的环保监督及报告体系,降低检查及报告成本;创新环保科技,降低治污成本。

| Abstract: | In games among governments,enterprises,banks and public,working mechanism of green-credit business fails to work.Shortage of social and environmental responsibility and imperfect incentive and restraint mechanism are basic causes.Imperfect supervision in environmental protection and imperfect reporting system are major causes.High cost in inspection of environmental protection and in treating pollution is technical cause.We must take some measures to solve the above problems. |
