对我国新城市贫困现象的思考

新城市贫困已经成为我国城市贫困的主力军,并伴随着产业升级而不断增长的趋势。大部分新城市贫困将面临不能重返就业和农村进城务工人员的竞争。通过产业政策和提高新城市贫困人力资本积累促进就业是解决新城市贫困的根本举措。

On Phenomenon of New Urban Poverty in China

The newly-impoverished urban population have become the main part of urban poverty in China and tend to increase along with the upgrading of industries.Most newly-impoverished urban people cannot be reemployed and have to face the competition from immigrant workers from rural areas,who flush into cities to look for jobs.The fundamental measure to relieve new urban poverty is to promote employment by means of industrial policies and human capital accumulation.
