新时期东北区资源型城市的发展与转型——伊春市的个案研究

本文通过对东北区资源型城市－伊春市的发展状态的分析，揭示了伊春正在走向衰退的现状，并指出国家发展政策的转变、城市本身的体制和机制的滞后、资源、区位和环境的变化等因素是造成伊春发展衰退的主要原因。基于制约因素的分析，提出了分解林业企业、发展森林生态经济、拓宽就业渠道、营造城市投资环境等促进伊春城市转型的调控对策。本文通过对伊春的个案分析，借以丰富东北区资源型城市转型发展的实证研究。

THE CHARACTERISTICS OF DEVELOPMENT AND THE CONTROLING OF RESOURCE-BASED CITIES IN THE NORTHEAST: TAKING YICHUN AS A RESEARCH EXAMPLE

Based on the analysis of the situation of Yichun-a resource-based city in the Northeast, we find that Yichun is now declining. We disclosed that the reasons are the transformation of national policy, the lag of the system and mechanism of the city, the change of resource and location and environment. After the analysis of restricting factors, we give some controling countermeasures ,including dividing forestry plants, developing forest eco-economy, widening the channels for employment and improving the investment environment in the city. With the analysis of Yichun, we enrich the demonstration research of the transformation of resource-based cities in the Northeast.
