| 摘 要： | 基于对59个山区城乡建设用地增减挂钩项目的实证研究,从生态效益、耕地占补平衡、农户利用耕地等角度对当前中国盛行的城乡建设用地增减挂钩政策在山区实施的合理性进行了辨析,并分析了其给山区农村、农民带来的影响。研究结果显示:现行城乡建设用地增减挂钩项目导致了山区生态用地的损失,在耕地占补平衡、农民利用耕地等方面也存在着占优补差、增大耕作半径等诸多弊端与不合理性。最后根据研究结果提出山区城乡建设用地增减挂钩的相关政策启示与建议。
